When creating line item, it record does not move at end of list.

Symptoms
If there are more than 12 Line Items in the Quote or Order Line Items, creating a new record will not be appended to the end of the list.
The issue can be reproduce with the steps below:
1) Navigate to Quotes > List.
2) Select the quote that has more than 12 line items or create them.
3) Drill down the record and navigate to Line Items.
4) Then create new record. It will be created just below where focused record.
5) Scroll up to top record of line items list.
6) This new record does not move to end of list.
It should be move to end of list.
7) Execute the query without specifying the condition on Line Items list applet.
8) The record (it created step 4) is not at end of list.
