Symptoms

LOCAL_XE ODBC test connection to connect to local Database fails with error

The issue can be reproduced at will with the following steps:

  1. Open 32 bit ODBC administrator by double clicking C:\windows\SYSWOW64\odbcad32.exe
  2. Select the SystemDSN tab
  3. Select LOCAL_XE and click "Configure"
  4. Click "Test Connect" and provide username/password to test the connection and it fails with error
