Siebel IP2017 Siebel Server Deployment in SMC shows "Deployment In Progress" for long time

On : 17.5 [IP2017] version, Upgrade

ACTUAL BEHAVIOR
---------------
Deploying new Siebel server at the enterprise shows "Deployment in Progress" and does not complete.

EXPECTED BEHAVIOR
-----------------------
Deploying new siebel server at enterprise should complete successfully.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply IP2017 patch set and then make a copy of existing database (siebeldb) from dev environment and create a database copy on new database server .
2. On this database, run upgrep, IRM and upgphys and make sure it is successful.
3. Using SMC, deploy new Siebel server at deploy enterprise step and check to see if deployment is successful.
