現象
On : Siebel バージョン8.1.1.11.11 [IP2013] , アップグレード
コマンド「siebctl -d -S siebsrvr -i "siebsrvr_EnterpriseName_SiebelServerName"」を実行すると、以下のエラーが発生します。

再現手順
-----------------------
1. DOS プロンプトを開きます。
2. ディレクトリを <siebel_home_directory>\ses\siebsrvr\bin に移動します。
3. Siebel ServerのWindows OS サービスを削除するために、Siebel コマンド「siebctl -d -S siebsrvr -i "siebsrvr_EnterpriseName_SiebelServerName"」を実行します。
4. エラー「siebctl: Remove Service error 1703958」が発生します。
