Migration Installation Does Not Implement Web Tools Component (Doc ID 2405131.1)

Symptoms

After migration installation from IP2013 to IP2017 there is a number of missing standard IP2017 component groups, including Web Tools.

STEPS

The issue can be reproduced at will with the following steps:
1. Do a migration installation of IP2013 to IP2017
2. Verify the number of component groups in the migrated environment
3. It will show 51 component groups while on standard IP2017 there are 54
