Communication Inbound Receiver (CIR) doesn't start any more, the OS task for CIR comes first up for 20 seconds but then exists. The error message in CIR's log is
err=10093 | Successful WSAStartup not yet performed.
All other enabled server components start normally without problems and are running.
CommInboundRcvr 5932 SBL-OSD-01000 Process 5932 exited with error - Internal: The process attempted to read from or write to a virtual address for which it does not have the appropriate access.
