Communication Inbound Receiver Doesn't Start And No Inbound Emails Get Processed (Doc ID 2413273.1)

Symptoms

Communication Inbound Receiver (CIR) doesn't start any more, the OS task for CIR comes first up for 20 seconds but then exists. The error message in CIR's log is

err=10093 | Successful WSAStartup not yet performed.

All other enabled server components start normally without problems and are running.
