After Siebel IP17 Upgrade Blank Page With Error SBL-DAT-00144, SBL-UIF-00251 (Doc ID 2414994.1)

Symptoms

After completing upgrade to 17.x, hitting the application URL a blank page is observed as a response, instead of the desired home page:
1. Upgrade to 17.X version,
2. Open the Application and review the page loaded: blank screen appears, instead of the home page.

From the log file, below errors are seen:

Upgrade performed to 17.X.

Steps performed as part of upgrade are:
1. Upgrep,
2. IRM,
3. Full Publish, and...
4. Upgphyz.
