Siebel 18.5 Two Edit Web Layout Issues - Not able to Add Control with Windows 7, and Bottom Canvas and Vertical Scroll Bar Disappeared in IE (Doc ID 2420242.1)

Symptoms

There are two issue with Edit Web Layout in Siebel 18.5 when trying to add controls to the Form Applet.

First issue,  not able to add control with Windows 7.

Second issue, bottom canvas and vertical scroll bar disappeared in IE.


STEPS TO REPRO THE FIRST BEHAVIOR - not able to add control with Windows 7

The issue can be reproduced at will with the following steps:
1. In a Windows 7 machine, open the Chrome browser 
2. Log into WebTools, open a workspace
3. Go to Applets > Query for any applet "HLS Case Form Applet"
4. Navigate to Applet Web Template > Click Pencil Icon to Edit Web Layout
5. Drag and drop Label and Control, i.e. "Subject Name" and it's Label
6. The canvas draws 2 grayed out boxes, with just the name in them.

Note the behavior can only be reproduce using Windows 7 machine to connect to IP18.5 in Windows 2016 remote machine, and the behavior is same when using the browser in Windows 7 machine or use the browser in the remote machine. Behavior occurs with Chrome, Firefox and IE.  

When use Windows 10 machine to connect to 18.5 remote machine, behavior is working. 

STEPS TO REPRO THE SECOND BEHAVIOR - bottom canvas and vertical scroll bar disappeared in IE

1. Open WebTools in IE
2. Open a workspace
3. Go to Applets > Query for any applet "HLS Case Form Applet"
4. Navigate to Applet Web Template > Click Pencil Icon to Edit Web Layout
5. Click on the vertical scroll bar on the editor to scroll to the bottom
6. Note the canvas bottom part and vertical scroll bar disappeared. Only the top form controls are available/visible. Use cannot scroll to the empty at bottom canvas to add more controls.

Sometimes, user needs to drag and drop a control to the canvas to reproduce the behavior.
