Handshake failed: Unable To Connect to a Specific Siebel Server Through Server Manager Utility or/and Administration - Server Management (Doc ID 2423325.1)

When attempting to connect to a specific Siebel server running under the siebel enterprise using the srvrmgr utility,
the following error occurs.

Failed to connect server <siebel_server_name>: Handshake failed


From srvrmgr.log the following error is generated:

SessMgr ConnOpen 3 0000000a5b432c70:0 2018-07-09 08:11:11 -159446720: [SMCONN] Failed to open connection to (siebel://<siebel_hostname>:49171/<siebel_enterprise>/servermgr/<siebel_server>/RR) in 0 sec(s)
GenericLog GenericError 1 0000000a5b432c70:0 2018-07-09 08:11:11 (smconn.cpp (284) err=1180849 sys=113) SBL-NET-01201: Internal: connect() failed: No route to host

The issue can be reproduced at will with the following steps:
1. Access another siebel server machine which is running under the same siebel enterprise
2. Execute the srvrmgr utility

./srvrmgr /e <siebel_enterprise> /u <SADMIN> /p <SADMIN_Password> /g <gateway_hostname> /s <siebel_server_name>
