Symptoms

Edit weblayout is not shown in Webtools 

Steps
-----------------------

1.  Open Web Tools
2.  Create and Open new Workspace
3.  Select 'Account List Applet' >> Applet Web Template
4.  Select pencil icon to open Edit Web Layout.
