Siebel 2018.6 IRM Fails "Can't Continue With Delta Merge From The Current Save State" (Doc ID 2427845.1)

Symptoms

When attempting to run IRM (Incremental Repository Merge), it fails and the following error occurs in the upgwiz.log:

STEPS
-----------------------
1. Upgrade from any version to 18.6
2. Make sure that upgrep is executed and execute IRM
3. Check to see if IRM is run.
