Symptoms
When attempting to run IRM (Incremental Repository Merge), it fails and the following error occurs in the upgwiz.log:

STEPS
-----------------------
1. Upgrade from any version to 18.6
2. Make sure that upgrep is executed and execute IRM
3. Check to see if IRM is run.
