Symptoms

On : 17.0 [IP2017] version, Installation

When attempting to deploy enterprise profile for Siebel 17.0,
the following error occurs.

ERROR
-----------------------
Deployment failed
(scmnsclnt.cpp (135) err=2555922 sys=1) SBL-SCM-00018: Could not open connection to Siebel Gateway configuration store (hostname:9111).

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Generate Certificates
2. Install SES (server, gateway, database)
3. Install AI
4. Configure enterprise profile
