IP 2017: This operation is not allowed when there are no records displayed Error When Delivering Integration Workspace To MAIN (Doc ID 2434191.1)

Symptoms

While trying to deliver Integration work space to MAIN,  the following error occurs.
This error message was not recorded in the detail log file.

ERROR
-----------------------
This operation is not allowed when there are no records displayed.
Please execute a query that returns at least one record or add a new record.(SBL-DAT-00215).


The issue can be reproduced at will with the following steps:
1. Go to webtools
2. Open the Integration work space
3. Click Deliver, and the above error occurs.
