Siebel LDAP Authentication Fails With "SBL-SEC-00102 Error Occurred Loading The Security Adapter Library" Error Upon Initializing Siebel Application With Oracle LDAP Client

Symptoms
After setting up LDAP with Siebel Application Object Manager and initializing application, the LDAP authentication fails and the following errors are normally seen in Application Object Manager logs for the failure:
GenericLog GenericError 1 0000001062fe5b0c:0 2022-08-18 14:14:07 (secmgr.cpp (2721) err=4587621 sys=0) SBL-SEC-00101: An error occurred loading the Siebel authentication subsystem configuration parameters from the configuration store. Please contact your system administrator to check parameter (null).
ObjMgrSessionLog Error 1 0000001062fe5b0c:0 2022-08-18 14:14:07 (model.cpp (6456)) SBL-DAT-00561: An error occurred loading the Siebel authentication subsystem configuration from the configuration store. More specifically, <?> Please contact your system administrator for assistance.
ObjMgrCTLog Error 1 0000001062fe5b0c:0 2022-08-18 14:14:07 (ctxtmgr.cpp (4921)) SBL-SVC-00208: Please login first.
The issue can be reproduced using below steps:
1. Setup Siebel Application with LDAP authentication
2. Setup LDAPSecAdpt profile parameters correctly under Site Map >> Administration - Server Configuration >> Profile Configuration view
3. Check to see if the authentication is successful.
