Siebel CRM 18.7 - Siebel Enterprise Deploy Fails - log shows TLS Handshake To Gateway Failed (Doc ID 2444406.1)

Symptoms

When attempting to deploy the enterprise profile it fails.

The following error occurs on log files:

[SIEBEL_ROOT]\ses\gtwysrvr\log\srvrcfg.log and in siebel.log


The issue can be reproduced at customer side with the following steps:
1. Install 18.7 binaries on the same machine 
2. Create and deploy Security profile
3. Create enterprise profile
