Workflow Error After A Step Has Been Removed From Previous Workspace Version (Doc ID 2451752.1)

Symptoms

On : 17.6 [IP2017] version, Configuration - Dev Env

Getting error when trying to execute a workflow after inactivating a workflow step:

ERROR
-----------------------
Step '<?> references invalid next step id '<?>' in process definition '<?>'.(SBL-BPR-00185)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Try to inactivate a workflow step in a workflow.
2. Reconnect the branches and validate the workflow. It doesnt show any errors
3. Publish the workflow and try to execute the workflow in GUI.
4. Above error appears
