Symptoms

On : 18.8 version, Upgrade

ACTUAL BEHAVIOR
---------------
Siebel application views are not loading application-wide post applying 18.9 patch.

EXPECTED BEHAVIOR
-----------------------
Siebel application views should load properly upon login with 18.9 patch.

STEPS
-----------------------
The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Upgrade from IP2013 to IP2017 and apply 18.7
2. Make sure that Siebel application is working seamlessly with 18.7 patch.
3. Apply 18.9 patch and check to see if Siebel application works properly.

BUSINESS IMPACT

The issue has the following business impact:
Customer needs to go into Production in a month. This is impacting their timeline and it is causing a huge impact.
