Symptoms

Siebel application views are not loading application-wide post applying 18.9 update

The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Upgrade from IP2013 to IP2017 and apply 18.7 Update
2. Make sure that Siebel application is working seamlessly with 18.7 update
3. Apply 18.9 Update and Some Views are not Loading properly
