Symptoms

Siebel Server does not start with SBL-SCM-00018 error.
 

ERROR
-----------------------
SBL-SCM-00018: Could not open connection to Siebel Gateway configuration store (HOSTNAME:2320).



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply PS19 on top of IP2016 PS18.
2. Start Siebel Gateway Server.
3. Start Siebel Server.
