Siebel IP2017 "Application not configured in the Deployed Profile" Error when accessing Siebel URL (Doc ID 2460920.1)

Symptoms

On : 17.4 [IP2017] version, Upgrade

When attempting to bring up the thin client application for Siebel Public Sector post upgrade, the below error occurs:

ERROR
-----------------------
"Application: app_PSCcObjMgr_enu not configured in the Deployed Profile." upon checking the log found an issue

STEPS
-----------------------
The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Upgrade to 17.4
2. Make sure upgrade steps are completed and create workspace, inactivate field from contact BusComp
3. Deliver the workspace and try to configure and see if thin client comes up.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot bring up thin client and this was causing a setback.
