Siebel IP2017 "Application not configured in the Deployed Profile" Error when accessing Siebel URL

When attempting to bring up the Siebel Public Sector application post upgrade, the application does not come up and the following error is seen in the UI:
The issue can be reproduced with the following steps:
1. Perform Migration Installation to Siebel IP2017 or later
2. Run IRM upgrade
3. After IRM is completed, create AI profile for the required applications
4. Deploy to AI profile
5. Try to access Siebel application like: https://servername:port/siebel/app_PSCcObjMgr_enu and check to see if it is accessible or giving errors
