Outbound Web Service returning SBL-EAI-04117: HTTP Request error during 'Submitting Data SendHTTP request': 'Status code - 404' (Doc ID 2462262.1)

On : 18.6 version, Siebel EAI

When attempting to invoke an outbound web service
the following error occurs.

ERROR

SBL-EAI-04117: HTTP Request error during 'Submitting Data SendHTTP request': 'Status code - 404'


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Navigate to custom view New Customer Capture View and applet  Capture Customer Details Applet (PostChanges)
2. invoke workflow 'Generic Send OTP Workflow Request'.
3. Which eventually calls the custom outbound web service
with Request URL = http://localhost:9022/siebel-eaioutbound/outboundeai?eaioutboundurl=https://<external_system_URL>
4. And notice the HTTP response Headers from Data Send request contains HTTP/1.1 404
Resulting in SBL-EAI-04117: HTTP Request error during 'Submitting Data SendHTTP request': 'Status code - 404'
