Symptoms
Customer implemented Siebel CTI integration with Avaya CTI driver. Siebel does not load the Avaya driver - aicd.dll
The issue can be reproduced at will with the following steps:
1. Login to Siebel application
2. Go to Communication panel
3. Toolbar appears, but buttons are disabled
