Siebel CTI integration with Avaya - Siebel does not load the Avaya driver - aicd.dll


EXPECTED BEHAVIOR

Driver should be loaded

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Siebel application
2. Go to Communication panel
3. Toolbar appears, but buttons are disabled
