Unable To Start SSA ID Api In SRBroker Log When Using Oracle DB Server 12.2.0.1.0

Symptoms
On : 16.7 [IP2016] version, System Admin
When attempting to bring the Siebel Server up after the database server was moved to Linux the Siebel Server does not come up.
In the Siebel Enterprise log it is showing that SRBroker is getting terminated.
