OM CRASH WHEN USER REFRESH PAGE TWICE USING F5 WITH DISAPORTLISTPATH SYSTEM PREF

DISAPortListPath system preference is causing the crash
DISAPortListPath system preference should not cause the crash
The issue can be reproduced at will with the following steps:
1)Login to Siebel Application
2)Go to Sitemap-->Administration-Application-->System Preference
3)Create new system preference with below values
Note: Create dummy file in any location and give the file path in Value property
4)Restart the siebel services
5)Login to Siebel Application
7)Observe the below message in UI
"The server you are trying to access is either busy or experiencing difficulties. Please close the Web browser, open a new browser window, and try logging in again"
Note: This issue is happening only when 'DISAPortListPath' system preference exists. If we delete the system preference, restart the services,test the scenario and then issue is not happening (No crash issue observed when user do page refresh twice using F5 with out System preference)
