Bad Performance With Marketing Import Job (Doc ID 2483924.1)

Symptoms

On :  15.9 [IP2015] version, System Admin

ACTUAL BEHAVIOR  
---------------
Customer created a dedicated workflow process manager component for marketing jobs.

After restart of the component , jobs were running fine, but after one hour from restart  the performance was starting to degrade.

in this state, it was observed that after launching the import this remained in pending for 15  minutes, then it started to be executed.


 
EXPECTED BEHAVIOR
-----------------------
Campaign load should be completed on time.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a marketing job for importing leads
2. Launch the import
3. Monitor the import execution
