Sales Order Revision Fails when Multiple Contacts Exist under Customer Account (SBL-ORD-00172)

Users are receiving the error below on Sales Order revision:
Error: The record selected to be the target is invalid. (SBL-ORD-00172)
An end of file error has occurred.
The issue has been reproduced in Production and lower environments (DEV / UAT).
Fields and pickmaps have been reviewed: there are no pickmaps on these fields.
These are vanilla fields and no customization has been made.
Errors should not occur during Order revision.
1. Launch application.
2. Submit any Order.
Result: Order Status changes to Open.
3. Click on Revise Order.
Result: Error will be thrown.
4. Users check issue, but are unable to find which data is missing and causing this problem.
