Microsoft Outlook to Siebel Application Drag and Drop (SODD) Stops Working After Awhile

Symptoms
User reported that the Microsoft Outlook to Siebel Application Drag and Drop (SODD) stops working when MS Outlook was open for a while.
Step to reproduce the issues:
1. Leave Outlook open for two days.
2. Log in to Siebel Open UI.
3. Go to Contacts Screen > Contacts List and drill down to a record.
4. Go to Attachment Applet.
5. Drag and Drop an email from Outlook or from Siebel OpenUI to Outlook:
Result: This does not work.
NOTE: SODD is able to work again when the Outlook application is closed and reopened.
