Symptoms
When attempting to access the LOV Admin View, the following error occurs.

The issue can be reproduced at will with the following steps:
-----------------------
1. Install 18.12.
2. Once this is finished successfully, launch the Siebel WebTools Application, under a non-ENU language.
3. Navigate to the LOV Administration View to Update the LOV's.
4. Notice that the Error occurs, due to which the LOV View is not accessible and cannot be used/updated.
