Business Service Access Control and Error "SBL-DAT-00825"

Symptoms
There are 2 Methods in Business service (Query and Insert) and adding only 1 method, Insert, under Access by Responsibility.
Get access denied error for other Query Method, which was not added under Method name.
The issue can be reproduced at will with the following steps:
1. Have a Business Service with 2 Methods
2. Define one Method under access control
3. Try to access the other method
4. Get access error:
Access to Resource Query of type BUS_SVC_MTHD is denied (SBL-DAT-00825)
Note: Same behavior is seen in case access control is defined for a Business Service for a specific responsibility and try to access the Business Service using a user without specified responsibility.
Once access control is defined it will restrict the access by default to all user without specified responsibility.
In this case following error may be seen:
Unable to create the Business Service <Business Service Name> (SBL-DAT-00227)
Access to Resource <Business Service Name> of BUS-SVC is denied (SBL-DAT-00825)
