Server Is Busy Error Due To Missing Seed Data LOV Of Type ACCESS_RESOURCE_TYPE Name BUS_SVC (Doc ID 2516402.1)

On : 18.12 version, Upgrade

New custom object manager has been configured, ENU and FRA languages are set.
When trying to use the new custom OM it is giving "Server is busy..." error. As per the logs, this is due to apparent missing required "ACCESS_RESOURCE_TYPE".
It is only affecting the new custom object manager as the existing Public Sector OM is working fine.

Your current application is running in ENU language and the seed data LOV of type ACCESS_RESOURCE_TYPE name BUS_SVC cannot be found in the database for that language.
This is most likely that the current database was not created with ENU seed data.
Please make sure the database contains seed data for the language in which your application is running.
Note that this issue would prevent your application to run properly.

The issue can be reproduced at will with the following steps:
1. Configure new custom object manager
2. Bring the environment up
3. Try to access the new custom object manager


WorkspaceBranchName parameter was set to "int_external_eservice_ip17"
