Siebel IP2017 and Later: Upgphys Step Fails With Invalid Workspace Name

Symptoms
On : 19.2 version, Upgrade
When attempting to run upgphys after finishing FullPublish, the enable workspace was run manually and post this, the below error is seen when exporting repository to file

2019-03-15 11:18:29 Error reading latest WS version from dev DB

STEPS

The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Run upgrep, IRM, FullPublish and execute upgphys
2. Make sure upgphys runs fine and then execute enable workspace step manually
3. Resume upgphys and check to see if it completes
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot finish upgphys and this was causing a setback.
