Newly Added Views To Responsibilities After Upgrade Are Not Seen In The Application (Doc ID 2539368.1)

On : 19.3 version, Client Functionality

ACTUAL BEHAVIOR
---------------
Adding views to responsibilities not reflecting in the application

Customer is  facing the below issue with views in their upgraded test application.

Process Followed -

1. Add a view to a responsibility
2. Clear cache
3. Login to the application with an user who has the responsibility

They  are unable to see the view they just  added.

Example View - CUT Account Agreement Explorer View

They tried adding the view to both the a vanilla responsibility and a custom responsibility. The issue is occurring in both cases.

They also noticed that though the view is added in the responsibility (Responsibilities -> Applications -> Screen Tab Layout -> View Tab Layout), it is not listed in (Tools - User Preferences -> Screen Tab Layout -> View Tab Layout).

The process works well in the Dev environment (Design Repository) and is seen only in the Test environment (Runtime Repository). 



EXPECTED BEHAVIOR

adding a responsibility should be reflected in the user access over those particular views contained by the new responsibility

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add a view to a responsibility
2. Clear cache
3. Login to the application with an user who has the responsibility
4. We are unable to see the view we added.
