Symptoms

On : 19.3 version, Upgrade

During Prod-Mode upgrade, get below errors:

STEPS

The issue can be reproduced at will with the following steps:
1. Completed Dev Upgrade to 18.12
2. Ran Prod-Mode upgrade in test to 19.3
