Why "Edit Layout" button is missing starting with Siebel 16.19 ? (Doc ID 2544838.1)

Goal

In versions prior to Siebel 16.19 the Edit Layout button exists at Homepage as indicated below, in Siebel version 16.19 and above, this button is not found:
