Symptoms

Siebel Production Service not coming up after applying 19.1 Patchset on top of 18.7 PS


Errors from Siebsrvr.log

GenericLog    GenericError    1    000000025ce605c4:0    2019-05-22 23:47:33    (sccconfg.cpp (2155) err=2555932 sys=0) SBL-SCM-00028: Key not found

SisnTcpIp    SisnSockError    1    000000025ce605c4:0    2019-05-22 23:47:33      6156: [SISNAPI TLS] failed to read PARAM_GENERIC_ENABLE_OPENSSL parameter


The issue can be reproduced at will with the following steps:
1. Stop Siebel SES/SAI and Gateway services
2. Install 19.1 Patchset on top of 18.7 PS
3. Post patching Siebel application services not coming up and reported Server Busy when accessing URL
