ACTUAL BEHAVIOR

Siebel Prod Service not coming up after applying 19.1 PS

Our Siebe Prod environment was running on 18.7 in windows 2012 R2.

I have tried applying 19.1 PS in PROD. But services not coming up after PS update.

ERRORS

EXPECTED BEHAVIOR

Application should be up and running after PS


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Installed 19.1 PS in PROD on top of 18.7 PS . But services not coming up after PS update.

 Applied 19.1PS on top of 18.7 PS
