In WebTools Delivery Of Developer Workspace Into Integration Workspace Fails With Server Busy (Doc ID 2548279.1)

Symptoms

On : 18.7 version, Configuration - Dev Env

When attempting to Deliver the developer Workspace to Integration Workspace, the following error occurs.

ERROR
-----------------------
"The server you are trying to access is either busy or experiencing difficulties. Please close the Web browser, open a new browser window, and try logging in again"


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an Integration Workspace and then Creat a developer Workspace in the Siebel Tools, Modify the Objects
2. Once Completed, Deliver the developer Workspace to Integration Workspace
3. can not delivery the develop workspace to integration workspace
4. every time we delivery, the webtools popup an error message
