Assignment Manager in Siebel Server CRMDEV_AM1 is Not Online, it has State: Offline.
There is the following error in AsgnSrvr log:

Assignment Manager should be coming online after the Siebel upgrade from 8.2.2 to Siebel 18.10.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run Siebel Upgrade to upgrade from 8.2.2. to 18.10
2. Assignment Manager (AsgnSrvr) component in Siebel Server siebsrvr1 has State: Offline.
