Communication Inbound Receiver is Not Working After Applying 19.1 Update (Doc ID 2549975.1)

After install Siebel CRM Update 19.1 + POC Patch: 29305724  for BUG:29294606  - BATCH COMPONENTS ARE NOT COMING ONLINE AFTER APPLYING THE TABLE on current Siebel CRM 18.8,
the CommInboundRcvr component is online but not pulling any inbound emails for processing.

This was working fine in previous Siebel CRM 18.8.

Steps to reproduce:
1. Upgrade Siebel CRM 18.8 version to Siebel CRM 19.1 +  POC Patch: 29305724
2. Execute RepositoryUpgrade tool to get the latest Enhancement and new Feature between 18.8 to 19.1 Update
3. Start the Siebel Server
4. The CommInboundRcvr comes online, but no email is been processed
5. The CommInboundRcvr does not start the Internet SMTP/POP3 Server drivers too
6. Most of CommInboundRcvr tasks just exits.
So no email is been processed, this same environment was working fine (CommInboundRcvr was processing inbound emails) prior to Siebel 19.1 + POC Patch: 29305724
