SBL-SMA-00146: Adapter DLL [<?>] is not found. Where to Find SAAdapter.dll , Smart Answer Adapter DLL ? (Doc ID 2550646.1)

The SmarAnswer component is failing to start with the following error:

SBL-SMA-00146: Adapter DLL [<?>] is not found. Either the file name is misspelled, or the location url is unreachable, or the DLL does not exist in the specified location.

The DLL adapter name in the SAConfig.xml is SAAdapter.dll

However, cannot find that .dll file anywhere in the siebel install hierarchy of folders.

Question is how to get this file or where it should be?
