When attempting to launch Siebel tools the following error occurs in the siebdev log file:

Customer performed the following Steps
1. installed 19.5 AI, SES and Tools
2. executed

siebdev.exe /u SADMIN /p ******** /d "ServerDataSrc" /c "tool.cfg" /l enu /IRM UpgDeltaMerge /iPackmode
