Siebel 18.x Siebel Server Restart Causes "Error occured at the server error:NOTOK :Authentication failed for user" (Doc ID 2569350.1)

Symptoms

On : 18.10 version, System Admin

When attempting to startup Siebel application servers after OS patching, the Siebel app servers do not startup and the following error occurs.

STEPS TO REPRO

The issue can be reproduced at will with the following steps:

1. Apply OS level patching
2. Startup gateway server followed by Siebel Application containers and Siebel app servers
3. Check to see if the Siebel servers start up.
