Siebel Workspace Deliver Fails with Identical Record Error (Doc ID 2570960.1)

Symptoms

In Siebel the following error occurs when trying to deliver a workspace involving an Integration Object

A record that contains identical values to the record you have created already exists.
If you would like to enter a new record, please ensure that the field values are unique.(SBL-DAT-00381)

This issue can be reproduced through the following steps

Take an Export of any vanilla Integration Object in a development workspace
Rename the original object with a suffix as _MMDDYYYY
Import the SIF of the exported object from step 1
Try to deliver the development workspace and the error will occur
