Siebel Workspace Rebase Is Not Progressing For Integration WS In Siebel CRM 19.x (Doc ID 2573250.1)

Symptoms

ACTUAL BEHAVIOR
--------------------
Integration Workspace Rebase initiation shows "Rebase-In-Progress" state.

EXPECTED BEHAVIOR
-----------------------
The status should show as Finished.

STEPS
-------
The issue can be reproduced at will with the following steps:
1. Initiate rebase for one of the integration workspace named int_siebel_platform
2. Make sure that the rebase is finished
3. Check to see if the status is changed.
