'Data Unavailable' in Encrypted Column after Upgrade to Innovation Pack 2017. Encryptupg Execution errors in Manual Execution (Doc ID 2575729.1)

Symptoms

On CRM 18.x and 19.x Upgrade , post upgrade the SSO password field in SSO System Admin screen shows "Data Unavailable"

This is a Standard column encrypted, that was RC2 in previous version (IP2016)

The issue occurs after following the steps:
1. Perform upgrade from 16.16 to 18.12
2. Make sure upgrade is completed and application is up and running
3. Go to SSO Password field in Administration Integration > SSO System Admin List > SSO System Users > Password , and export. The file will contain 'Data Unavailable' instead of the clear case value
