Backing Up Siebel Gateway With No Downtime In Siebel IP2017 And Later

Goal
The Siebel documentation mentions to shutdown the Siebel gateway and backup the zookeeper directory when there is a need to backup the Siebel Gateway. However, if we want to make a change in Production environment, shutting down the Gateway cluster would mean a system outage.
1. Is there a way to backup Siebel gateway without downtime?
2. Can we in server manager, do a "backup nameserver" command and force a flush from zookeeper memory to logs on all participating nodes, then shutdown 1 of the nodes in the zookeeper cluster and backup the zookeeper directory on that node?
