Siebel Gateway is Failing to Start with Error "Cannot confirm start of service process" after a Disk Full event (Doc ID 2587606.1)

Symptoms

When attempting to start the gateway server, the following error occurs.

$ start_ns
not started: Cannot confirm start of service process


STEPS

The issue can be reproduced at will with the following steps:
1. Source the Siebel environment variables using the siebenv.sh script
2. Execute start_ns
