BI Publisher 12c Login Page Does Not Show Up and Display HTTP 404 Not Found after Peforming the Integration with Siebel (Doc ID 2589866.1)

Symptoms

After performing the integration between Siebel and BI Publisher 12c, when launching the login page(http://server_name:port/xmlpserver) the below message appears:

"From RFC 2068 Hypertext Transfer Protocol -- HTTP/1.1:
10.4.5 404 Not Found
The server has not found anything matching the Request-URI. No indication is given of whether the condition is temporary or permanent."

At the same time, when verifying from Weblogic console the bi_server1 and the bipublisher application were in Running/Active state.
