LOVS with more then 30 Character Error in WEBTOOLS with ORA-24345 and SBL-DBC-00104 (Doc ID 2597030.1)

When selecting List Of Values in webtools an error is received.

!!ERROR::SBL-DEV-62158: MergeType. Type - List Of Value - exiting with error Error retrieving next record from the database.(SBL-DBC-00104)--ORA-24345: A Truncation or null fetch error occurred

The issue can be reproduced at will with the following steps:

1. Log in Siebel Tools.
2. Create Development Workspace.
3. Lock Project "Table ListOfValues".
4. Import objects from sif file from the attachment.
5. Apply Table "S_LST_OF_VAL".
6. Deliver changes from Dev Workspace to MAIN.
7. Log in Callcenter.
8. Navigate to WSUI Dashboard View.
9. Create Development Workspace.
10. Navigate to Administration - Data -> List Of Values.
11. For the first displayed record change the value in the "Displayed Value" field, enter the value with more than 30 symbols length and save the record.
12. Increase log level to 4 for Webtools.
13. Log in Webtools.
14. Choose in top Menu Tools->List Of Values.
