SBL-EAI-04308 java.lang.RuntimeException: oracle.xdo.security.ValidateException: Error Code: SOAP_ERROR When Uploading Reports In Siebel (Doc ID 2601264.1)

Symptoms

When attempting to upload or generate BIP reports from Siebel using Siebel security model, the upload and generation fails and the following error occurs.

ObjMgrBusServiceLog Error 1 000000965da51f84:0 2019-10-15 09:32:12 (outdisp.cpp (267)) SBL-EAI-04308: Operation 'isReportExist' of Web Service /*****/PublicReportService.PublicReportServiceService' at port 'PublicReportService_v11' failed with the following explanation: "java.lang.RuntimeException: oracle.xdo.security.ValidateException: Error Code: SOAP_ERROR Error Message: Error: Could not create connection to Server. Username/Password is incorrect, or Server is experiencing difficulties.".

STEPS

The issue can be reproduced with the following steps:
1. Setup BIP 12c with Siebel 17.x or later
2. Make sure that the Siebel BIP integration is successful
3. Check to see if reports are running fine consistently
