Symptoms

On : 11.1.1.9.0 version, Enterprise : Integration Apps


Customer is trying to integrate BIP Reports with Siebel security and is no able to log in with SADMIN or any other siebel user.
Following error is seen in bipublisher.log:

This is a new Environment but using same BIP version 11 and Siebel version.
