Siebel Server Object Manager Availability Is Not Properly Reflected To Zookeeper, Server Is Busy Error Is Returned Upon Server Startup (Doc ID 2618371.1)

Symptoms

When bringing the Siebel Server up as normal there are several components that are not showing as available on zookeeper.
If the AI profile is edited the unavailable component does not appear in the drop-down list, which does not allow the AI profile to be saved.

Object Manager Connect Strings are not found when using Zookeeper dump command, but the component is Online/Running on srvrmgr.

echo dump | nc ZK_hostname ZK_port

The servers are getting started in the following sequence, and even with increased sleep time (+60 seconds) added in between the outcome is not consistent.

  1. Start CGW application container
  2. Start Siebel Gateway (Zookeeper)
  3. Start Siebel Server(s)
  4. Start AI application container
